The HCP Spend Transparency Challenge

Every healthcare company engages medical professionals and organizations speaking engagements, advisory roles, clinical research, conference travel, consulting work. Every transaction must be reported, somewhere, under some regulation.

The complexity isn’t in the transactions themselves. It’s in everything around them.

Each country has different rules: The U.S. Sunshine Act and Open Payments database. The European Federation of Pharmaceutical Industries and Associations (EFPIA) Disclosure Code. Manual reporting doesn’t scale: When a company has thousands of HCP interactions across dozens of countries, building reports by hand in spreadsheets is both error-prone and slow. It’s also poor practice in an environment where regulators increasingly expect proactive, system based compliance.

Regulations evolve: The reporting templates and business rules that work in 2026 won’t be the same ones that work in 2028. Any system that requires developer cycles every time a regulation changes is already behind.

How SpendMate Works

SpendMate manages the full transparency reporting lifecycle through five connected stages:

Ingest: Data flows in from upstream activity management systems covering speaker programs, advisory boards, clinical research engagements, and consulting arrangements. Records are cleaned, transformed, and made available for review without manual exports.

Match: HCP and HCO records are matched against authoritative customer data through SpendMate’s partnership with Veeva Open Data, supplemented by other third-party reference data integrations. Automatic matching uses unique identifiers like NPI numbers and country specific equivalents. Duplicate customer profiles can be merged or unmerged through the interface as data quality demands.

Validate: Users review transactions against country specific business rules. Configurable mappings determine which transactions are reportable, which aren’t, and why.

Report: The reporting module generates outputs for U.S. CMS, EFPIA, European local law disclosures, Patient Organization (PO) reports, and country specific reports including Brazil, Colombia, and other APAC and LATAM countries. Reports support multi-currency formatting and multi-language output at the country level. Date ranges (monthly, quarterly, annual, custom) are flexible inputs.

Audit: Every generated report is accompanied by a validation file showing exactly which transactions were included, which were excluded, and the reason for each exclusion. The full audit trail captures who generated which report, when, and with what input parameters.

SpendMate’s structure reflects how multinational compliance programs actually operate.

Three role types, country-scoped: Administrative roles get full system access and configuration rights. Data Coordinators create, edit, and submit transactions and can be scoped to specific countries, seeing only their assigned market’s data and reports. Data Entry roles can be assigned to vendors, giving them controlled access to enter transactions without exposing the rest of the system.

Single sign-on supported: SSO is available out of the box, simplifying IT deployment and reducing credential management overhead.

Saved reports library: Reports stay in the platform once generated. Compliance teams across regions can access prior-year reports for updates, refreshes, or audit defenses without regenerating from scratch.

Quick role transitions: As compliance team members change, admins can adjust user roles in minutes keeping reporting workflows uninterrupted during employee turnover.
